19 of Daniil Medvedev's twenty-one victories have been achieved on hard courts
A comeback Medvedev won his maiden title for over two years with success over Frenchman Moutet in the competition title decider.
The athlete, a former top-ranked player, has experienced a challenging period, winning just one win at the big events and experiencing a meltdown at the US Open.
Medvedev's varied form on the professional circuit - and issues with his serve in especial - led to him exiting of the world's top 10 and eventually separating with former trainer Cervara.
Now training with Johansson and Goetzke, he has gradually improved in the past month - peaking in a closely contested three-set win over challenger Moutet.
It is his initial trophy after the Italian tournament and initial on a hardcourt since that period of that year.
Victory also means Medvedev has won twenty-one championships at twenty-one distinct competitions.
"It's the first time I am participating in a event with my both daughters simultaneously, so to win a title is really nice," stated world number 14 Medvedev.
"This championship is in honour of my younger daughter her name, because the first title I won when my child my daughter was born was for her."
The athlete, the former major winner, had lost his previous six finals, including in Halle previously this season.
The player's counter-punching play style and frequent outbursts on the tennis court had caused observers to doubt if his skill to compete at the highest level was concluded.
However the athlete has altered his approach in the last few weeks, striving to advance forward and play aggressively, backed up by an improved service.
Medvedev fought back from a disadvantage in the first set against the tricky opponent, securing 4 of the last five games to take the lead.
The competitors traded service breaks in the second set before the challenger, striving for his first professional title, gained dominance to push for a decider.
The opponent saved four initial opportunities in a tight third set before Medvedev broke to fifteen to secure the win.
Fittingly, Medvedev secured the title with a shot at the front of the court, with Moutet unable to manage a return after two hours and 38 minutes.
